Should all Hook-Ups Lead to Sex?

C*ck Tease?C*ck Tease?
Are all guys really only out for SEX really sex-crazed lunatics?  Are all girls who don't have sex every time they hook up with some random guy really c*ck teases? What gives?
 
 Last night, I was staying in a motel in the middle of nowhere and heard some guy loudly and arrogantly complain to his presumably younger girlfriend (or one night stand or "friend") that she was a "c*ck tease". Obviously and fortunately, I was not in the room with them, so I didn't get to witness what atrocious acts she had performed to see how she earned his disdain and I was forced (in a manner of speaking) to imagine the rest of the scene based on my own younger days and nights and the days of my friends.
 
Some questions went through my mind as I listened to the arrogant bastard continue on in a similar vein. WTF was going through his tiny little brain? What was the situation any way? Did she fail to have sex with him after letting him touch her in her nether regions? Did she make the all too common and tragic mistake of not giving him a blow job after he drunkenly slobbered on her ears and neck? Or did she bare her breasts, thus revealing to him and the rest of the world that she was a brazen hussy and ready for a "rough" ride?
 
How far does "intimacy", which is more than likely not so intimate, have to progress before a girl is expected to reciporocate? What if she is too drunk or hung-over to perform or what if she really "is just not that into him"?  Does a hot and heavy make out session necessarily entail what would be classified by Bill Clinton as sex? (For those of you too young to remember Monica Lewinsky, I mean a "blow job".
 
In short, what does a woman owe a guy if she agrees to "hook up" with him? Is it necessary to clarify the situation before it gets too far because believe you me, if you're drunk, poetic dialogue is not in the picture? I mean, arguably, "girls" and by "girls" I mean high school girls and inexperienced young women should know better, but unfortunately, many women learn this kind of lesson the absolute hard way.
